เมื่อชาติตะวันตกพยายามสกัดดาวรุ่งจีน (13 ต.ค. 53)–เมื่อไตรมาส 2 ที่ผ่านมา พญามังกรอย่าง “จีน” เพิ่งแซงหน้าญี่ปุ่นและก้าวขึ้นมาเป็นประเทศเศรษฐกิจใหญ่อันดับ 2 ของโลกรองจากสหรัฐอเมริกา ขณะที่รายงานความมั่งคั่งโลกของ เครดิต สวิส ก็คาดการณ์ว่า จีนจะแซงหน้าญี่ปุ่นขึ้นเป็นประเทศมั่งคั่งที่สุดอันดับ 2 ของโลกในปี 2558 อันเป็นผลมาจากเศรษฐกิจที่เติบโตอย่างรวดเร็วและการบริโภคในประเทศที่แข็ง แกร่ง นอกจากนั้น กองทุนการเงินระหว่างประเทศ (ไอเอ็มเอฟ) ก็กำลังหารือว่าจะเพิ่มอำนาจในการลงมติในที่ประชุมของไอเอ็มเอฟให้กับประเทศ เศรษฐกิจเกิดใหม่ซึ่งรวมถึงจีนหรือไม่ หากมีการอนุมัติจริง อาจจะทำให้จีนแซงหน้าประเทศมหาอำนาจอย่างเยอรมนี ฝรั่งเศส และอังกฤษ ขึ้นเป็นสมาชิกที่มีอำนาจมากที่สุดเป็นอันดับต้นๆของไอเอ็มเอฟก็เป็นได้ MouiI’m not Geek, just a Thai internet addicted gal. หลักการสำคัญใน การจัดทำกรอบนโยบาย ICT 2020 คือ 1.ใช้แนวคิดหลักของการพัฒนาอย่างยั่งยืน ที่คำนึงถึงความยั่งยืนใน 3 มิติ ได้แก่ สังคม เศรษฐกิจ และสิ่งแวดล้อม 2. ให้ความสำคัญกับการใช้ประโยชน์จาก ICT ในการลดความเหลื่อมล้ำและสร้างโอกาสให้ประชาชนในการรับการพัฒนาอย่างเท่า เทียมกัน 3.ใช้แนวคิดการพัฒนาโดยยึดปรัชญาของเศรษฐกิจพอเพียง 4. ความเชื่อมโยงและความต่อเนื่องทางนโยบายกับนโยบายและแผนที่ใช้อยู่ปัจจุบัน และ 5. ควรส่งเสริมให้ภาคส่วนอื่น ๆ เข้ามามีบทบาทในการพัฒนามากขึ้น (รวมถึงการลงทุนด้าน ICT) MouiI’m not Geek, just a Thai internet addicted gal.
