Key to the empowerment and participation of indigenous people is “access”: indigenous people should be provided with equal access to opportunities (such as education, employment, land rights), services (such as healthcare) and information.

Key to indigenous participation and empowerment is also “equity”: all indigenous people should be able to participate.

Involving indigenous people in the planning, implementation, monitoring and evaluating of indigenous-related policies, programs and services makes them more relevant, efficient and effective for their target group – indigenous people!
